Sarah Swanson Higgins was born in New Kensington, PA. She graduated from The Pennsylvania State University in 1977 with a BA in history and from the University of Maryland School of Law in 1983 with a J.D. Shortly after moving to Knoxville in 1985, Ms. Higgins began practicing in the family law area. She has practiced domestic relations law in most of the counties of East Tennessee and in the Appellate Court of Tennessee, Eastern District. Ms. Higgins has been a Rule 31 Family Mediator for 10 years.
